About The College Illinois! Program
The College Illinois!® 529 Prepaid Tuition Program is administered by the Illinois Student Assistance Commission, the state’s college access and financial aid agency. As a qualified tuition program under Section 529 of the Internal Revenue Code, College Illinois! was designed to provide a tax-advantaged opportunity to lock in contract rates for future tuition and mandatory fees, protecting against tuition inflation. Program enrollment has been closed since 2017.
Program funds are held in the Illinois Prepaid Tuition Trust Fund separate from state general funds and are prudently invested with the objective of obtaining the best possible return on investments consistent with the actuarial soundness of the program. Funds are professionally managed by multiple external investment management firms with oversight from institutional investment consulting firm, Callan Associates, the statutory Investment Advisory Panel, and internal investment staff.
